Why Russia cannot upgrade its aircraft carrier?

Russian navy will repair its sole aircraft carrier but “essentially, there is no modernization” because Russia is focusing to get back the carrier as soon as possible when it goes into overhaul in 2018.

According to War Is Boring, it will take two to three years to repair the aircraft carrier Admiral Kuznetsov, depending on the scope of the work.

“While the shipyard has completed technical plans to perform the repairs, there is no timeline in place to implement those fixes because a contract has yet to be signed with the Russian Defense Ministry” Sergei Vlasov, director general of Nevsky PKB noted.
